An ApplicationTopic is a topic that can indicate to which application it belongs to. For example TopicFunctions are an ApplicationTopic as they belong to some TWikiApplication. Based on this information all parts of an application can be gathered to create documentation or a manifest or use it for packaging purposes. There's no topic creator as it is only an abstract type. If you want to create an ApplicationTopic then use the more specific TopicTypes like the topic creator for TopicFunctions etc.
